Poliisin järjestyksenvalvonnan yhteys väkivallan esiintyvyyteen alueiltaan rajatuissa kohteissa

Tässä artikkelissa arvioidaan poliisin järjestyksenvalvonnan yhteyttä alueellisesti rajattuihin väkivaltarikoksiin ja häiriökäyttäytymiseen Helsingissä. Analyysi perustuu poliisin operatiiviseen analyysitietojärjestelmään vuonna 2019 tallentuneisiin valvonta- ja hälytystehtävätietoihin sekä rikosilmoitustietoihin. Artikkelissa selvitetään, miten poliisin järjestyksenvalvonta kohdentuu ja onko valvonta ajallisesti yhteydessä häiriökohteissa ilmenevän väkivallan ja häiriötä aiheuttavan käyttäytymisen kanssa. Tulosten perusteella poliisin valvonnan läsnäololla ei ole yhteyttä väkivaltarikoksiin eikä järjestyshäiriöihin valvontakohteissa, kun eroavaisuudet kohteiden häiriöalttiudessa otetaan huomioon. Vaikka valvonta kohdentuu maantieteellisesti sinne, missä rikoksia ja häiriöitä tilastoituu, se painottuu aikaan, jolloin rikosalttiit henkilöt eivät liiku eikä rikoksia ja häiriöitä esiinny. Siten rikoksia vähentävä pelotevaikutus jää suurimmaksi osaksi muodostumatta. Valvonnan vaikuttavuutta voidaankin todennäköisesti lisätä kohdentamalla sitä enemmän häiriöalttiiseen ajankohtaan. Jatkossa poliisin toimenpiteiden vaikuttavuutta häiriökohteissa on tarpeen tutkia vahvoilla tutkimusasetelmilla, joissa valvonnan kohdistumista eri alueille vaihdellaan systemaattisesti.
